His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman


His Excellency Ahmed Tamim Hisham Al Kuttab is a Member of the Abu Dhabi Executive Council and the Chairman of the Department of Government Enablement – Abu Dhabi (DGE). In these roles, he spearheads strategic initiatives aimed at enhancing the efficiency, effectiveness, and responsiveness of government operations across the emirate.

In his role, HE Al Kuttab collaborates with a wide array of stakeholders, including government entities, private sector partners, and international organisations, to implement forward-thinking policies and practices. This collaborative approach ensures a holistic and integrated strategy that enhances the agility and responsiveness of government services, aligning with the broader goals of economic and social development in Abu Dhabi.

HE Al Kuttab also oversees the Statistics Centre – Abu Dhabi (SCAD), an independent affiliate entity to DGE, which plays a vital role in enabling data-driven governance by providing trusted insights that guide policy, track impact, and support strategic planning across the emirate.

In addition to his role at DGE, HE Al Kuttab serves on the boards of several prominent institutions, including the Advanced Technology Research Council, Khalifa University, Emirates Development Bank, and the National Defense College.

Prior to DGE, HE Al Kuttab was Director of The Executive Office Directorate at the Abu Dhabi National Oil Company (ADNOC), where he supported the company’s strategic direction, optimised portfolio performance, and elevated corporate affairs. His responsibilities included leading business development, overseeing high-impact projects, and fostering strategic partnerships. He provided executive-level counsel on capital allocation, macroeconomic trends, competitive intelligence, and portfolio optimisation.

HE Al Kuttab holds a Master of Business Administration from Saïd Business School, University of Oxford, and a Bachelor of Science in Finance from George Mason University, USA.

His Excellency Ibrahim Nassir, Undersecretary


His Excellency Ibrahim Nassir was appointed Undersecretary of the Department of Government Enablement – Abu Dhabi (DGE) in March 2025. In this role, he leads DGE’s human capital and procurement agendas, playing a key role in advancing Abu Dhabi’s government transformation efforts. His work focuses on strengthening human capital, driving procurement excellence, promoting learning and development, and enabling innovation across Abu Dhabi government entities.

A seasoned human resources and business transformation leader, HE Nassir brings over two decades of executive experience spanning both the public and private sectors, where he led through change, inspired high-performing teams, and delivered strategic outcomes that contribute to the UAE’s long-term development vision.

Prior to joining DGE, he served as Chief Human Resources and Shared Services Officer at du, where he led large-scale organisational change initiatives and helped embed a performance-driven culture.

His previous leadership roles include tenures at Etihad Airways, Al-Futtaim, Emirates Global Aluminium, and Etisalat Group, where he drove talent strategies and organisational efficiency projects that aligned with business growth and national priorities.

HE Nassir holds a Bachelor’s degree in Business Management and Organisational Effectiveness from the University of Miami Herbert Business School. 

HE Ruba Youssef Al Hassan, Director General


Her Excellency Ruba Yousef Al Hassan is a Director General at the Department of Government Enablement – Abu Dhabi (DGE), where she leads efforts to advance strategic alignment, innovation, and forward-looking policies that support Abu Dhabi’s governance priorities.

With over 20 years of experience in public policy and government transformation, HE Al Hassan previously served as Acting Undersecretary at the UAE Ministry of Culture and Knowledge Development, Acting Director General of Government Affairs at the Abu Dhabi Department of Finance, and Executive Director of “Ghadan 21”, driving economic diversification and institutional reform. Her international experience includes serving as Senior Advisor to the UAE Ambassador in Washington, D.C., and working with the United Nations and the private sector early in her career.

HE Al Hassan holds a master’s degree in public administration from Harvard University, a Master of Science in Development Studies from SOAS, University of London, and a bachelor’s degree in architectural engineering.

His Excellency Wesam Lootah, Director General


His Excellency Wesam Lootah is a Director General at the Department of Government Enablement – Abu Dhabi (DGE) where he is responsible for serves as the Digital Government Advisor for GovDigital within the Department of Government Enablement – Abu Dhabi (DGE), where he leads on advancing digital transformation initiatives across Abu Dhabi Government entities.

With over 25 years of experience in digital leadership, HE Lootah played an instrumental role in shaping Dubai’s digital landscape. He previously served as CEO of Dubai Municipality’s Corporate Support Services Sector and as CEO of Dubai Smart Government Establishment, playing a pivotal role in advancing Dubai's digital agenda. HE Lootah has held senior executive positions in both the public and private sectors, including roles at Emaar and the Dubai World Trade Centre. A recognised leader in digital innovation, he sits on several advisory boards, including the Dubai Chamber of Digital Economy and the Board of Emirates Integrated Telecommunications (DU).

HE Lootah holds a Master’s degree in Computer Science and Engineering from Pennsylvania State University and a Bachelor’s degree from Ohio University. He is also a published researcher in computer security and a sought-after speaker on smart cities and digital evolution.

His Excellency Dr Mohamed Abdelhameed Al Askar, Director General


His Excellency Dr Mohamed Al Askar is a distinguished leader in digital strategy and technological innovation. As a Director General at the Department of Government Enablement – Abu Dhabi (DGE), Dr Al Askar oversees the development of TAMM. Dr Al Askar has been at the helm of numerous transformative initiatives, including the Abu Dhabi Digital Agenda, which seeks to advance the emirate’s digital infrastructure and services.

With a PhD in Business Administration and a master’s degree in IT Management, Dr Al Askar is certified in Enterprise Architecture, Project Management, Managing Successful Programs, and Service Management. His diverse research interests span social science, psychology, information systems, artificial intelligence (AI), and work-life balance, establishing him as a thought leader in technology and human development.

His Excellency Dr Yasir Al Naqbi, Director General


His Excellency Dr Yasir Al Naqbi is a Director General at the Department of Government Enablement – Abu Dhabi (DGE) where he is dedicated to empowering leadership and nurturing the next generation of talent within the Abu Dhabi Government ecosystem. With over 20 years of experience, Dr Al Naqbi has been instrumental in shaping leadership capabilities both locally and internationally.

Before joining DGE, Dr Al Naqbi was the Assistant Director General for Leadership and Capabilities at the UAE Prime Minister’s Office, where he oversaw strategic programs, including the UAE Government Leaders and UAE Capabilities initiatives. Dr Al Naqbi led the establishment of UAE Government Experience Exchange Program, facilitating collaboration with over 30 international governments.

Dr Al Naqbi holds a PhD in Project Management and Organizational Development from the University of Salford, a Master of Science in Engineering Management from Brunel University, and a bachelor’s degree in mechanical engineering.

His Excellency Saeed Abdulwahid Al Mulla, Director General


His Excellency Saeed Abdulwahid Al Mulla is a Director General at the Department of Government Enablement – Abu Dhabi (DGE) where he leads efforts to redesign how people interact with government — simplifying touchpoints and raising service standards across the board.

With nearly two decades of experience, HE Al Mulla has played a key role in transformative projects such as the Hamdan Bin Mohamed Program for Smart Government and City Makers. His expertise in service design and transformation has led to the redesign of over 300 government services, generating savings of over half a billion dirhams (USD $136 million) to date.

His Excellency Saeed Al Mulla holds a master’s degree in business administration from Kwansei Gakuin University in Japan, and a bachelor’s degree in E-commerce from the Higher Colleges of Technology in the United Arab Emirates.
